Yes you do. The Civil Procedure Rules require a prospective claimant to send a letter allowing the Debtor a period to pay the debt before a claim can be started. The rules on what to include in the letter are quite specific.

If the letter demanding payment is not provided the debtor is likely to object to payment of the court fees and solicitors costs claimed for the proceedings.
